Men’s Roles in a Gender Equality Perspective
Project funded by European Economic Area Financial Mechanism, EEA Grants, Programme PT 07 – Mainstreaming Gender Equality and Promoting Work-Life Balance.
PROJECT’S GOAL:
Promote knowledge and raise awareness about men's roles and gender equality in Portugal, within a context of changing practices and policies, strengthening public discussion and reorienting the perspectives of future action.
PROJECT’S OBJECTIVES:
- Produce a “White Paper” on men, male roles and gender equality in Portugal which will serve as the basis for public debate, dissemination and awareness-raising.
- Undertake a systematic review of recent trends in men and men’s roles as well as recent gender equality policies focusing on men and masculinities.
- Develop a grassroots approach which will establish a dialogue with relevant stakeholders and policy-makers in order to engage them in the forwards-looking approach of the White Paper and to provide a platform for discussion and dissemination.
PROJECT’S EXPECTED OUTCOMES:
- Know and give visibility to the main trends concerning recent changes in men’s roles and gender differences in different domains of life and its relation to the main developments in gender equality national policies over the last few decades.
- Identify the main types of male claims and complaints related to problems in exercising men’s, in particular fathers’, rights to work/family balance.
- To set up a dialogue between research and policy and to disseminate findings and new knowledge as well as the perspectives of a wide range of social actors.
- Know the public understanding of and attitudes to key measures in gender equality policies in Portuguese society through a specific additional module of questions introduced in the ISSP family and gender survey to be fielded in 2013-14 in Portugal.
PROJECT’S ACTIVITIES:
Research:
- Review of main developments in national policies, with a special focus on men and gender equality policies.
- Qualitative case study on Father’s on Leave Alone and Fathers who didn’t take leave (Portugal, Spain and Norway).
- Collection and analysis of men’s requests for information and complaints to CITE on work/family balance and gender issues.
- Review of existing data (1995-2013) in order to identify main trends in men’s roles and gender differences in different domains of life. Based on available data from ISSP Family and Gender Roles Survey (2002); ESS (2010); Time Use Survey (1999) and other international data source such as Labour Surveys.
- Survey on Family and Gender Roles in Change (ISSP 2014) (including module on attitudes towards equality and reconciliation policies).
Discussion:
- International Workshop 1 – Fathers on Leave and Gender Equality: A Comparative Perspective.
- International Workshop 2 - Men Roles in a Gender Equality Perspective: National and Cross-National Secondary Data Analysis.
- Focus Group Sessions based on three main themes:
1. Men and (un)employment;
2. Fathers and work/family balance;
3. Discrimination and violence.
Dissemination:
- Policy brief/ fact sheets on Men, Male Roles and Gender Equality
- Final project conference.
- White Paper Document on Men, Male Roles and Gender Equality.
BILATERAL COOPERATION:
Partnerships as a transversal factor and mobilizer of knowledge production, discussion and joint reflection:
- Research (Father’s on Leave Alone) carried out in three countries: Portugal, Norway and Spain.
- Comparative approach to results.
- Dialogue and sharing perspectives and recommendations.
